Writer Mike Baron, penciler Val Mayerik, and inker James Sherman had produced a Kato of the Green Hornet mini-series for NOW Comics several years earlier featuring the character (based on Bruce Lee) in a solo adventure set in the present.
I suspect this was initially-intended to be the next Kato mini-series, but when NOW folded, it lost its' home.
In 1997, Malibu Comics was doing several martial-arts video game tie-ins including Street Fighter and licensed the Bruce Lee trademark from Lee's estate to give the new line of comics extra cachet among martial arts fans.
